According to the US Department of State's "2007 Trafficking in Persons Report", Romania is a source and transit country for men and women from not only Romania but also Moldova, Ukraine, and Russia that are trafficked to Italy, Spain, Germany, Switzerland, the Czech Republic, Cyprus, Greece, and Austria for the purposes of forced labor and commercial sexual exploitation. Romanian children are trafficked within the country for sexual exploitation and forced begging. The Romanian government only allocated $250,000 in 2006 to NGOs for use in anti-trafficking efforts in 2007.
In September 2009, a United nations investigation revealed that human trafficking "continues to thrive." According to the investigation, less than 30 percent of trafficking cases are reported to officials. The UN report concluded that the economic crisis is very likely to cause an increase in human trafficking due to youth unemployment, poverty, and demand for cheaper labor.
